Explain Please

I find it VERY strange that I get little messages that people are "Now Following Me" on Twitter when I haven't tweeted in many months. First off, who ARE these people? They are hardly ever people I know. Secondly, why would they want to follow someone who is never tweeting?

I just don't get it...
